Law 15/2017 sets out two routes. Notification is the default for lower-risk activity. The prior-licence route is mandatory for the establishments named in Article 8 — those posing significant risk to security, health, safety or the environment, plus establishments in geographic areas designated by ministerial decision with cabinet approval. Which route applies determines the shape of the file, so it is the first thing to settle.

Article 10 of Law 15/2017 sets limits on the authority: 14 days to rule on whether the file is complete, 7 days from the end of that period to notify the applicant of any deficiency, and 30 days to decide the licence once the file is complete. The clock starts when the file is complete, not at first contact — so every day a file sits incomplete is a day that does not count.

There are three outcomes. Conditions met: a licence of unlimited duration. A non-essential condition unmet: a temporary operating permit of one year, renewable but not exceeding three years, while the remainder is completed. An essential condition unmet: refusal, with notice to the investor. Many owners do not know the temporary permit exists.

Both belong to the technical and environmental file, and which one applies follows the track: an environmental statement under notification, an environmental impact assessment under prior licensing, submitted in three paper copies and three electronic copies. The second section of the file is waived where an environmental approval already exists.

The file also carries a fire-prevention report certified by an electrical or mechanical consultant, or a prior civil-defence approval in its place, a valid Federation of Egyptian Industries membership certificate, and a no-objection letter for establishments outside industrial zones that hold no operating licence under Law 453.

The industrial register is governed by Law 24/1977. Both entries share the same core documents: a valid commercial register issued within the last six months, a valid tax card, Federation of Egyptian Industries membership, and the most recent industrial register. The conditional entry additionally requires the operating licence issued under Law 15/2017, with the annual follow-up receipt where more than a year has passed.

Changing an industrial activity affects both the existing licences and the industrial register, so amending a single document is not enough. For technical modifications the authority issues a letter to the General Administration of Civil Protection for an inspection. Work normally starts by reviewing what licences and register entries actually exist before any amendment is filed.

The Industrial Development Authority provides a route for operating licences to be issued through accreditation offices, and publishes an official register of those offices on its site — which any facility owner can check for themselves before engaging anyone.
